What Should I Do with Empty Rows During Test Case Recording?

Empty rows are typically created when you open an existing test case and record again to add more steps.  

Empty rows shouldn't be an issue (they should be ignored). If you see or believe this is affecting the test behavior, please submit a case with an example, and possible a recording of the issue. 

As a best practice, we would recommend you to delete the empty rows by simple doing a right-click on the row and deleting the row.
